Both the 9/11 Commission and the Treasury Department have, according to Treasury Under Secretary Stuart A. Levey, “recognized that the U.S. Government’s campaign against terrorist financing must be viewed as but one of many fronts in the global war on terror, rather than an as an end in itself.”
